    Nigel Jarvis BA (Hons), MSc (Dist.), MRTPI, Director

    Chartered Town Planner with a first degree in Business Administration, and an MSc in International Planning and Development.

    20 years’ experience working in the planning industry across public and private sectors and directly with a national housebuilder.

    Specialises in delivering large scale residential and regeneration consents with significant experience of a wide range of complex planning applications and appeals.

    Commercially focussed with significant knowledge and experience of project management, design and development delivery.

    David Jobbins BSc (Hons) TP, Dip TP, Dip EM, MRTPI, Director

    A Chartered Town Planner with over 35 years planning experience within the public and private sectors including as Head of Planning & Development Services.

    Ensures effective negotiation with all relevant parties to deliver the best from sites in a timely and expeditious manner.

    Specialises in all forms of planning applications and appeals, from major waterfront mixed-use regeneration schemes (including those requiring EIA) to residential-led schemes and individual homes.

    Has secured numerous planning permissions for major clients within the residential, commercial and hospitality sectors.

    Robert Collett, BA(Hons), MTP, MRTPI, PIEMA, Associate Director

    Rob joined Luken Beck in 2023 and is a Chartered Town Planner with over 24 years experience gained in planning consultancy and major national house builders.

    An experienced planning professional with extensive experience of the residential sector, as well as commercial, mixed-use and infrastructure projects, leading major development schemes through the planning process from initial inception through to completion. He is focussed on delivery and placemaking, carrying out a variety of roles - including implementing complex planning strategies, undertaking development appraisals, conducting planning negotiations and facilitating community and stakeholder consultation to deliver good quality results and high quality schemes.

    Rob is also interested in sustainability and a member of IEMA, he has been involved with major EIA development for residential and infrastructure proposals.

    Hayley is a Chartered Town Planner with a first degree in Environmental Sciences and an MSc in Spatial Planning and Development.

    Over 7 years experience working for both private consultancy and directly as a Planning Manager for a south coast house builder.

    Extensive experience working across multiple sectors including residential, leisure, business and aviation.

    Specialises in complex planning applications involving coordinating large project teams and EIA development.

    An excellent communicator, Hayley enjoys building relationships with Local Authorities and key stakeholders within the planning process to achieve mutually beneficial outcomes.

    Phil Holdcroft BSc (Hons), Dip TP, Dip UD, MRTPI, Associate Director 

    Phil is a Chartered Town Planner with 29 years experience in the planning profession, working across both the public and private sectors.

    Throughout his career, Phil has delivered a wide range of planning projects spanning the housing, renewable energy, commercial, infrastructure, and transport sectors. Phil is currently applying his extensive knowledge and expertise to a number of large-scale, complex residential and commercial developments.

    Phil is also a dedicated member of the Urban Design Group, Phil is professionally driven by a commitment to create liveable, sustainable, and people-focused places.

  • Mia Bell

    Mia Bell BA(Hons), Planning Consultant

    Mia joined Luken Beck in 2025, having completed a BA (Hons) in Geography from the University of Exeter and is currently studying for a Masters in Town Planning at Oxford Brookes.  Mia is an affiliate member of the RTPI and working towards full Chartership.

    Mia supports the planning team on development management and strategic planning projects, including site appraisals, planning applications, prior approval applications, Lawful Development Certificates, Local Plan representations and strategic site promotion.

    Professional interests include urban design, major urban extensions, stakeholder engagement and creative desktop publishing.

  • Francesca Pepper-Bone

    Francesca Pepper-Bone BA(Hons), MRTPI, Senior Planning Consultant

    Francesca is a Chartered Town Planner with a First Class BA Honours in Architecture and Planning, combining creative design thinking with strategic planning expertise.

    Francesca has over 4 years of experience in delivering a wide range of projects across residential, commercial, and mixed-use sectors, with a clear focus on unlocking development potential, enhancing asset value, and delivering commercially sound planning solutions. 

    Extensive experience in leading complex applications, managing multi-disciplinary teams, and navigating challenging planning environments throughout the UK with confidence and clarity.

    Francesca brings a collaborative approach to stakeholder engagement, having built strong relationships with clients, consultants, and local authorities to secure successful planning outcomes.

    With a background in architectural design, she offers a detail-oriented perspective on spatial planning and urban development.

    Francesca has a strong interest in heritage-led planning, with experience in assessing the significance of historic assets, balancing sensitive design, and integrating conservation principles into development proposals.

  • Graham Beck, Executive Planning Consultant

    Graham Beck JP., MBA, LLB (Hons), BA (Hons), Dip TP, Executive Planning Consultant

    Graham continues to be aligned to Luken Beck.

    Graham created the business back in 1997 in partnership with Mark Luken following a period of twenty years in Local Government planning departments working for Counties, Districts, Urban and Rural Authorities as well as a New Town.

    The range of work experienced includes Policy Making as well as Development Management but having a particular interest in the law, after achieving an LL.B, Graham has been heavily involved in major developments for the last twenty years in the private sector.

    With over 40 years experience of most types of development particularly residential, leisure and commercial schemes, Graham continues to provide support and guidance to clients and colleagues alike.

    When Graham is not working, he continues to sit as a Magistrate in Southampton and actively participates in weekly hockey pursuits to maintain fitness as part of the work life balance. Having umpired in the World Masters in Barcelona in 2018 and then Cape Town in 2023, the next ambitions are to umpire at the European Championships in 2023 followed by the next World Cup in New Zealand in 2024.

  • Mark Luken, Executive Consultant

    Mark Luken, M.B.A., B.Sc.(Econ) (Hons), Dip.T.P. Executive Consultant

    Mark continues to be aligned to Luken Beck.

    Mark holds a degree in Economics, a postgraduate Diploma in Town Planning and a Masters degree in Business Administration.

    Mark has over 40 years planning experience covering both the public and private sectors. Prior to being a founder Director of Luken Beck in 1997, he has held planning posts in a number of Local Planning Authorities, including Head of Planning and Development Management at Southampton City Council, and was Chairman of the previous standing London and South East Region Planning Conference (SERPLAN) Urban Policy Group and he has advised national Government on the drafting of statutory planning advice and Circulars.

    As a senior practitioner at Luken Beck, Mark has personally handled many of the largest planning projects in the south of England, one of which was nationally recognised in 2016 by winning the Royal Town Planning Institute Award for Excellence in Planning to Create Economically Successful Places.
